Why is an FIA-approved balaclava required under a helmet?

In many official races and championships, it is mandatory to wear an FIA-approved balaclava (helmet cap) under your helmet. This has everything to do with safety and fire protection.

A balaclava that meets the FIA 8856-2018 standard is made of fire-retardant material, such as Nomex. This material protects your head, face and neck from heat and flames in the event of a cockpit fire. Because a helmet alone does not fully cover all the skin, the balaclava helps to provide extra protection for vulnerable areas such as the neck, chin and sometimes the forehead.
